It depends on what you're planning on doing with it. Wood Elves, Dark Elves, Khajiit, and Argonians fit the role well. However, if you plan on playing as a vampire on Master/Legendary, Dark Elf is a must.

i reckon the wood elf propably just because of the bow and arrow skills.
but my redguard can do it, just as well.
